Last year I was asked to make center pieces for our Fire Department Christmas party, it turned out to be a bit of a challenge because I didn’t have much time or money to work with. I really wanted to make felt frosty hats but I just couldn’t squeeze it in so I made them out of paper instead. They turned out really cute and even though they weren’t really strong they did make it from my house to the party in one piece!

Step 2: Cut an 11” Black Circle with 6 ¾” circle cut out of the middle, cut 2- 6×12″ rectangles and 2- 1 1/2×12″ strips

Step 3: Staple the two rectangles together, end-to-end to make one 6×24″ piece.

Step 4: Score a 1/4″ line along the entire 24″ rectangle.

Step 5: Fold along the scored line to make a shelf for the glue.

Step 6: Carefully, and slowly, glue the small circle to the top of the shelf made in step 5, turning the circle as you go and stapling the ends of the rectangle to make a cylinder

Step 7: Slide the 11″ ring around the cylinder, leaving about 1/4″ sticking out the bottom.

Step 8: Carefully glue the ring in place.

Step 9: Staple the red strips together, wrap around the base of the hat above the brim.

Step 10: Decorate the hat as you like. I used the Cricut Home for the Holidays wreath. (I also thought it would be fun to use some small ornaments) I put a thin layer of fake snow on the top of the hat to hide some of the seams and my sticks when I turned the hat into a candy bar bouquet but you could easily stop here and be done.

Step 11: Cut a piece of floral foam to fit under the hat (about 5 3/4″)

Step 12: Glue candybars (or gift cards, oranaments, small toys, etc) to the top of some wooden skewers and carefully stick the skewers into the top of the hat, down into the floral foam.
